Mr. Harmon focuses his practice on education law, representing public and private K-12 and postsecondary institutions throughout Florida. Mr. Harmon is one of only approximately 45 attorneys Board Certified by The Florida Bar in Education Law (as of March 15, 2026) and has represented educational institutions in matters before the Eleventh Circuit Court of Appeals, United States District Courts for the Northern, Middle, and Southern Districts of Florida, various state circuit courts, the Florida Department of Education, the United States Department of Education’s Office for Civil Rights, and the Florida Division of Administrative Hearings (exceptional student education due process cases and employee disciplinary matters).
In addition to his extensive litigation experience, Mr. Harmon also provides day-to-day advice to educational institutions on legal issues involving employees, students, and operations. Mr. Harmon also assists educational institutions with collective bargaining, training, and policy and procedure development. Mr. Harmon frequently serves as a presenter at the national and state level on issues of importance impacting educational institutions.
