Robert J SniffenRobert J. Sniffen is the founder and managing partner of the Firm. His practice encompasses all areas of Labor and Employment Law. He is Board Certified by the Florida Bar as a specialist in Labor and Employment Law. Mr. Sniffen represents employers statewide in federal and state court and before administrative tribunals, and also provides advice to employers regarding personnel and workplace issues.

Mr. Sniffen has been active in the Labor and Employment Law Section of the Florida Bar and served as its Chair from 1999-2000.  He is a member of the Academy of Florida Management Attorneys, the Florida Defense Lawyers Association, the Society for Human Resource Management and the Defense Research Institute.

Mr. Sniffen has received an “AV” rating from Martindale-Hubbell and is listed in The Best Lawyers in America publication in Labor and Employment Law. He has been selected by Super Lawyers Magazine as one of the top 100 lawyers in the State of Florida in all practice areas as well as a top attorney in Labor and Employment Law.  Mr. Sniffen has also been named to Florida Trend Magazine’s “Legal Elite” in the area of Labor and Employment Law (top 2% of Lawyers Practicing in Florida).  Mr. Sniffen received his B.A. in political science from the University of Florida and his J.D. from Stetson University College of Law. Michael P. SpellmanMichael P. Spellman is a shareholder of Sniffen & Spellman, P.A. His practice focuses on civil litigation, with a concentration on representing state and local governmental entities in civil rights lawsuits, employment discrimination and retaliation actions, personal injury claims, cases alleging constitutional violations and cases alleging police misconduct. He also represents governmental entities in matters involving public utilities, voting rights and election law, as well as in collective bargaining negotiations, grievances and arbitrations.  Mr. Spellman has served as the general counsel for the Big Bend Water Authority and the Nature Coast Regional Water Authority for several years.

Mr. Spellman has been active in various sections and committees of the Florida Bar including the Labor and Employment Law Section, where he served on the executive committee for nearly ten years, the City, County and Local Government Law Section, the Civil Procedure Rules Committee and the Federal Court Practice Committee, where he will serve as Chairman beginning in June 2011. Mr. Spellman recently completed a three year term as the Chair of the Second Judicial Circuit Grievance Committee.  He is a member of and chairs the Employment Law Section of the Florida Defense Lawyers Association, serves on the Board of Directors of the Florida Association of Self Insureds and the Florida State University Center for Human Resources Management.  Mr. Spellman has also been active with the Northwest Florida League of Cities, the Suwannee River League of Cities, the Florida Police Chiefs Association, and the Florida Association of Police Advisors.  Mr. Spellman is the former president of the William H. Stafford American Inn of Court. 

Mr. Spellman has received an “AV” rating from Martindale Hubbell and has been named to Florida Trend Magazine’s “Legal Elite” (top 2% of Lawyers Practicing in Florida),  Super Lawyers Magazine and Best Lawyers in America in the area of Labor and Employment law for the past several years.  Mr. Spellman received his Bachelor of Arts in Political Science from the University of Florida and his Juris Doctorate with honors from Florida State University College of Law. Lisa A. BarclayLisa A. Barclay is a seasoned civil litigator with experience in litigating complex actions.  Ms. Barclay began her career 20 years ago as a plaintiff’s attorney where her practice included litigating general liability matters, medical negligence actions, personal injury claims, class actions and product liability cases.

Ms. Barclay later served as a hospital and physician defense attorney where she represented physicians, hospitals, and health systems in the defense of medical negligence cases involving wrongful death, profound spinal cord and traumatic brain injuries, birth related injuries, medication errors, pharmaceutical products as well as matters involving physician credentialing, peer review and HIPAA issues. Ms. Barclay’s practice has also included administrative and governmental matters with a focus on health care facilities and providers.  Following the enactment of federal laws related to patient safety organizations, Ms. Barclay, alongside her father James M. Barclay, served as general counsel to the first patient safety organization to become federally certified in the country.  Ms. Barclay recently expanded her civil litigation practice to include matters involving labor and employment and civil rights litigation.

Ms. Barclay lectures and publishes articles both statewide and nationally on civil litigation issues, patient safety organizations, medical records, and other health care related issues.

Ms. Barclay earned her law degree from Stetson University College of Law, cum laude, and her bachelor’s degree from Florida State University, cum laude.  While in law school, Ms. Barclay served as a law clerk for United States Magistrate Charles R. Wilson, United States District Court, Middle District of Florida, Tampa Division.   She is admitted to The Florida Bar and the United States District Court for the Northern, Middle and Southern Districts of Florida. Lindsey L. DunnLindsey L. Dunn is a 2009 graduate from Florida State University College of Law with a Certificate in International Law, Honors.  While in law school, Ms. Dunn clerked at the Firm and completed an externship at the International Bar Association’s Human Rights Institute. Ms. Dunn received her B.A. in Political Science, cum laude, from the University of Florida.  Ms. Dunn is admitted to the United States District Court for the Northern District of Florida.  Her practice areas include Civil Rights Defense; Constitutional Litigation; Insurance Defense; Labor and Employment; Wage and Hour Law; Tort Defense.  Ms. Dunn is an associate member of The William H. Terry J. HarmonTerry J. Harmon practices in the areas of Special Education Litigation, School Law, Labor and Employment Law, Administrative Law, Commercial Litigation, and Property Taxation issues. Prior to joining the Firm, Mr. Harmon practiced Commercial Litigation in Tampa, Florida.

Mr. Harmon was selected for inclusion in Super Lawyers Florida Rising Stars list for 2010 as well as 2009. No more than 2.5 percent of the lawyers in Florida are named to this list of outstanding young attorneys.  He received his B.S. in Communication Studies, cum laude, from the Florida State University and his J.D., cum laude, from Stetson University College of Law. While in law school, Mr. Harmon served as an Acting Assistant District Attorney General in Knoxville, Tennessee and as a Certified Legal Intern with the Pinellas County Public Defender’s Office. He was also the Magister of Phi Delta Phi’s Cardozo Inn Honors chapter and the recipient of the William F. Blews Pro Bono Service Award. Mark K. LoganMark K. Logan, who is Of Counsel to the firm, has a career that spans more than twenty-five years of practice in Florida and Washington, D.C.

For the last seven years, Mark has served as General Counsel for a data analytics and business intelligence company based in Florida. As the chief in-house lawyer for the company, Mark’s work encompassed all aspects of data privacy compliance, labor and employment issues, complex business transaction, including mergers and acquisitions, contract negotiations, public policy advocacy and strategic guidance. Prior to his in-house counsel work, Mark was a founding partner of a premier lobbying and law firm in Tallahassee where his practice included all aspects of legislative and executive branch advocacy and practice before a wide variety of administrative tribunals, circuit court litigation and appellate representation before Florida’s appellate courts and the Florida Supreme Court. Mark also spent a year serving as the Florida Director for Senator Bob Graham’s 2003 Presidential campaign.

In Washington, D.C., Mark served the late Governor and then-United States Senator Lawton Chiles and Senator Jim Sasser as Counsel to the United States Senate Committee on the Budget where he was the principal liaison between the Committee and the full Senate on all procedural elements pertaining to the Graham-Rudman-Hollings Deficit Reduction Act. He also practiced privately in Washington, representing a myriad of trade associations on compliance, environmental and legislative issues.

Chasity H. O'SteenChasity H. O’Steen practices in the areas of Local Government Law, Water and Wastewater Utilities, Administrative Law, Labor and Employment Law, and Civil Rights Defense.  She is Board Certified in City, County and Local Government Law. Ms. O'Steen currently serves on the Second Judicial Circuit Grievance Committee, and is a member of The Florida Bar Special Committee on Diversity and Inclusion and The Florida Bar Voluntary Bar Liaison Committee. Ms. O’Steen is a Past-President of Tallahassee Women Lawyers. 

Ms. O’Steen was selected as a Rising Star in Utilities by Florida Super Lawyers Magazine in 2009 and 2010.  In 2011 she was honored as Leaders in the Law Award recipient by the Florida Association for Women Lawyers. Ms. O’Steen is a 2003 graduate of Florida State University College of Law.  While in law school Ms. O’Steen served as Notes & Comments Editor for the Florida State University Law Review, and was a member of the Florida State College of Law Moot Court Team and Phi Delta Phi International Legal Fraternity. Heather N. BestHeather N. Tyndall-Best is a 2009 graduate from Florida State University College of Law, cum laude, and practices in the areas of Labor and Employment Law, School Law, Constitutional Law, Governmental Law, Whistle-Blower Defense, Special Education Defense, and Tort Defense. While attending law school, Ms. Tyndall-Best clerked for the Firm, gaining experience in Labor and Employment Defense, Civil Rights Defense, and Special Education Defense. Ms. Tyndall-Best is admitted to the United States District Court for the Middle and Northern Districts of Florida and a member of The Florida Bar’s Education Law Committee.

Elizabeth Davis

Elizabeth Lee Davis is firm administrator of Sniffen & Spellman, P.A.  Ms. Davis graduated with a Bachelor of Science degree cum laude, from Florida State University and is a Certified Legal Administrator as designated by the Association of Legal Administrators (ALA). Certification through examination of 56 competencies as set by ALA, has been awarded to less than 3.5 percent of the members of the Association of Legal Administrators. 

Ms. Davis is currently the Secretary of the Legal Administrators Association of Tallahassee, has served as President, and been an active board member since its inception in 1997.  She has also served as President and board member of the Capital Chapter of the Association of Legal Administrators. Nance Nadeau

 

Nance Nadeau has over 25 years of experience in the legal field serving as a litigation paralegal.  Prior to her legal experience, Ms. Nadeau was a licensed Bail Enforcement Agent and a Private Investigator.  Ms. Nadeau is currently focusing in the areas of employment, discrimination/civil rights, police and corrections liability defense.  Ms. Nadeau is a Florida Registered Paralegal as recognized by the Florida Bar and is a long-standing member of the National Association of Legal Assistants. Download vCard

 


tw2012 Trae Wylie received his Bachelor of Science degree from Florida State University in 1990, majoring in Political Science. While pursuing his undergraduate degree, he became certified in Law Enforcement from the Florida State University School of Criminology and served as an intern with the Florida Attorney General’s Criminal Appeals Division. Upon graduation, Mr. Wylie attended the National Center For Paralegal Training in Fort Lauderdale, and received his paralegal certification with Honors after completion of The Lawyer’s Assistant Program. He has served as a litigation paralegal since 1991 focusing in the areas of general business litigation, employment discrimination/civil rights, governmental defense and real property acquisition. Teri Wolfe

 

Teri Wolfe is Legal Assistant to Michael P. Spellman and Lisa A. Barclay.  Ms. Wolfe has over 23 years of legal experience at law firms in South Florida and Tallahassee, with experience in labor and employment, administrative law, civil and commercial litigation and foreclosures.  Ms. Wolfe is currently a member of Committee of 99 in Tallahassee which develops a specific plan of action to support the family of any officer killed in the line of duty, to assist in monetary assistance, legal advice for the surviving next-of-kin and assistance in securing scholarships through educational advice for children under the age of 18.
